At the rank of Captain, John A. Franklin was in charge of the Twin Towers Correctional Facility, the largest jail in the world. He directly oversaw the day-to-day operation and supervision of 800 employees and an inmate population of over 5,400, which included some of the county’s most violent offenders, as well as one of the state’s largest mental hospitals.

Also at the rank of Captain, John A. Franklin commanded the Sheriff's Headquarters Bureau. There he served as the Sheriff's appointed liaison between the Department and all print and broadcast media.

As a Commander assigned to the Correctional Services Division, he was responsible for reviewing the use of significant force, all in-custody deaths, custody overcrowding and inmate classification issues.
